Usage: pw-uniq.php [option]
- setnew: calculate new uniqid
- getuniq: load uniqid
- getperc: show my early adopt perc (0-999)
- iftop X: return 1 if we are in top X, return 2 if we are not in top X
	Example:
		pw-uniq.php iftop 500 -> 50:50 chance that we are in the 500er group
		pw-uniq.php iftop 10  -> 1% chance that we are in the top 1% group
